Graham graduated in Engineering from Brunel University, and was awarded a PhD
in Biomedical Engineering by Surrey University, for his research into
mathematical modelling of human thermo-regulation. He is also a Graduate of
the Joint Service Defence College. Professionally, he is a Registered
European Engineer, Chartered Engineer, and a Fellow of the Institution of
Electrical Engineers.
Graham spent his career in research with the Ministry of Defence, altogether
working at ten separate MoD establishments on a variety of projects and
technologies. His main areas of specialisation were human sciences and
operational analysis, in which he has published extensively and holds patents
in five countries. He became Head of Environmental Technology at the
Institute of Aviation Medicine in Farnborough and then Head of Air Studies at
the Defence Operational Analysis Organisation in Germany. He later served as
an Assistant Director of Science at the MoD in Whitehall, where he carried out
a major review of Human Sciences research in defence. Subsequently, as
Operations Manager of a research establishment, he controlled directly a
budget of £18M, 185 staff and a 7000-acre estate.
Until recently, Graham was Chief Scientist/Technical Director for the Test
and Evaluation Ranges Sector of DERA (the Defence Evaluation and Research
Agency). His responsibility was to develop and maintain technical excellence
among the Sector’s 1500 staff on 24 sites, with a £120M turnover. He now acts
as an independent consultant to the defence industry.
He is also a voluntary
worker in the Wessex Rehabilitation Centre, helping patients regain their
strength and mobility through a variety of occupational therapy tasks.
Graham was elected to the
Council of the 131,000-strong Institution of Electrical Engineers for the
period 2000-2003. He was a Committee Member of the International Test and
Evaluation Association from 1998 to 2000 and a Member of the Editorial Board
of the Journal for Defence during the same period. He has acted as tutor to
MoD student-engineers since 1981. His lecturing and examining experience
includes the DipAvMed course at the RAF Institute of Aviation Medicine and the
MSc in Biomedical Engineering at Surrey University.
